Emotional appeal to reject Big Brother

I guess most people reading are more swayed by intellectual arguments but http://uk.youtube.com/watch?v=v1JqlvnZANA is no2id's latest emotional argument against Big Brother, the database state and ID cards.

I'm not sure it entirely works for me.

Usual problem with this sort of thing - it picks on an implementation issue and pretends that you can use that to build a case against the entire concept.

Isn't that required to happen with an emotional argument ?
Or can you distinguish between a concept and an implementation without recouse to rational thought?
